2026-2031 HWRSD Strategic Plan

2026-2031 Strategic Plan

 Strategic Planning Process

Phase I: Analysis of the Current Context (Data Collection)

The strategic renewal process kicked off on January 8, 2026, when Superintendent Eric Tracy announced the launch of the 2026–2031 planning initiative, utilizing the Massachusetts DESE Strategic Planning Framework. The committee first convened on February 4, 2026, for an orientation meeting to establish team norms, set operational expectations, and review the overarching structural framework.

With foundational protocols in place, the committee shifted its focus to assessing the district's baseline data during the February 25, 2026, meeting. Members formed three specialized data-review sub-teams — Academics, Community, and Finance/Budget/Capital — to evaluate the successes and outstanding items remaining from the previous 2023–2026 Strategic Plan. This diagnostic work continued into the March 11, 2026, meeting, where the teams reviewed and synthesized stakeholder feedback and unfinished objectives into formalized data highlights.

Phase II: Vision of the Future (Analysis and Creation)

The transition to visionary planning began during the March 25, 2026, meeting, as the teams presented their data reviews to identify broad themes, including facilities infrastructure, future-ready curriculum, inclusive excellence, and school-level focus areas. From these themes, the committee isolated four draft Strategic Focus Areas.

During the April 8, 2026, meeting, the committee formalized these priorities into actionable objectives using a timed, small-group rotation carousel protocol to collaboratively draft the “What” and “Why” of each Focus Area, integrating modern district priorities including an AI Strategy, Long-Term Master Planning, and deeper Stakeholder Engagement.

Phase III: Draft and Implement the Plan

From late April through May 2026, the committee shifted from high-level visioning to operational architecture — constructing specific, evidence-based initiatives and measurable Strategic Initiatives to support and validate each Strategic Objective. This phase concluded with final refinement, evaluation, and consolidation into the single, cohesive 2026–2031 strategic plan presented in this document.
